Procurement and supply chain management expert with 19 years of professional experience across public and donor-funded sectors. Demonstrates advanced skills in procurement oversight, project management, policy review, and capacity building for large-scale national and international initiatives. Proven leadership in managing procurement for infrastructure, health, education, and agricultural projects, including World Bank and African Development Bank-funded programs. Recognized for successful project implementation, regulatory development, and training, with a strong track record in compliance, risk management, and stakeholder engagement.
Extensive experience collaborating with international donors including the World Bank, African Development Bank, European Investment Bank, European Union, Irish Aid, USAID, PEPFAR, SADC, SACU, IFC, BADEA, and PSI. Involvement has encompassed project implementation, procurement oversight, policy review, capacity building, and compliance audits across national projects in Lesotho. Peo Robin Mputsoe has founded and led Pelex since 2006 alongside a parallel career inside the institutions that shape procurement across Lesotho and the region. He currently serves as a Procurement Consultant to the Maseru City Council and as Public Procurement Advisor to South Africa's National Treasury on the Cowater International-led SEIGG Project, following procurement leadership roles at the Lesotho Electricity Company, the IFAD-funded ROLL Project under the Ministry of Forestry, and five years as Supply Chain Manager at the Water and Sewerage Company (WASCO), where he managed World Bank, BADEA and European Investment Bank-funded infrastructure programmes.
He was engaged by the African Development Bank as a National Procurement Consultant to help draft what is now Lesotho's Procurement Bill before Parliament, and served as Chairman of the CIPS Lesotho Branch in 2015. That same grounding has run through his teaching — he lectured in Supply Chain Management at the National University of Lesotho and has trained CIPS candidates since 2013 — giving Pelex's advisory the rare combination of practitioner, regulator-facing experience and educator.
Leads Pelex's advisory engagements and provides supply chain management leadership and advisory alongside his institutional career. His flagship Pelex assignment was as Project Manager on a procurement and financial audit of schools built by the Ministry of Education and Training, funded by Irish Aid, the World Bank and the Japanese government — engaged after a forensic audit to verify compliance from a procurement standpoint, delivered to a successful conclusion.
Oversaw and coordinated procurement of Government and donor-funded projects across government units, verifying compliance with funder rules and regulations for partners including the World Bank, Irish Aid, the EU and SADC.
Managed, led and coordinated daily and strategic procurement of donor-funded projects (USAID, PEPFAR, PSI) within the organisation, including cases where EGPAF funded partner organisations and government. Also responsible for auditing funded organisations from a procurement standpoint.
Managed procurement of goods, works and services across Government and donor-funded projects, with oversight of all roads, buildings, goods and services procurement. Key programme: the World Bank-funded Integrated Transport Project, covering feasibility studies, project management, road construction (Nyenye road), ICT equipment, and procurement of boats to assist vulnerable rural communities.
Lectured on CIPS modules at multiple qualification levels, delivered after hours alongside his full-time institutional roles.
Managed, led and coordinated daily and strategic procurement of organisational and donor-funded activities during the Customs Modernisation Programme, financed by the World Bank and SADC. Covered the ASYCUDA project (World Bank), SACU Connect (SACU and EU), the National Single Window (IFC/World Bank) and the mobile scanners consultancy, as LRA transformed its tax operations and ICT infrastructure.
Worked alongside an International Procurement Consultant, the Procurement Policy and Advisory Division and other stakeholders to review Lesotho's Procurement Regulations of 2007 and the Procurement Manual, under African Development Bank financing. Part of the team of procurement experts who produced the procurement document that is now a bill before the Parliament of Lesotho.
Managed, led and coordinated daily and strategic procurement for organisational and donor-funded activities, including World Bank, BADEA, European Investment Bank and European Union-financed programmes. Managed procurement of the Resettlement Action Plan consultancy for the BADEA-financed "Five Towns" project, joined the EIB/EU-funded Maseru Waste Water Project, and served as Procurement Expert on the BADEA-financed Greater Maseru project and the World Bank-financed Lowlands Water Project.
Managed procurement for the ROLL Project, an international programme financed by IFAD, OPEC and the Government of Lesotho, delivered through the Ministry of Forestry.
Held procurement oversight of goods, works and services for the organisation and its donor-funded projects.
Builds procurement capacity within the Maseru City Council, strengthening the strategy and implementation of its procurement activities.
Serves as Procurement Advisor to South Africa's National Treasury on the SEIGG Project, working between Canada and Pretoria, South Africa.
